Water Sedge - Carex aquatilis var. aquatilis

Infrequent and seen at lakeshores, around ponds, and in wet meadows between about 4000 and 5000 feet.  Photographed in a small meadow just south of Cayuse Pass on July 22, 2014; also known from Mountain Meadows.
